When you work for HOFOR
Thank you for working for HOFOR. When you work at a HOFOR construction site, you are entitled to fair pay and decent working conditions.
HOFOR requires that everyone working on HOFOR’s projects – regardless of nationality or employment status – is subject to pay and working conditions that correspond to a Danish collective agreement.
These requirements are set out in HOFOR’s labour clause.
What does it mean in practice?
It means that, as an employee, you are entitled to, among other things:
- Pay commensurate with your work
- Clear terms of employment
- Rest periods and holidays

What is the Danish model?
In Denmark, there is no statutory minimum wage. Instead, pay, working hours and other terms and conditions are agreed through collective agreements between the social partners (trade unions and employers’ organisations).
This means that:
- your rights are primarily set out in the collective agreement for your profession
- pay and conditions may vary from sector to sector

HOFOR’s labour clause – in brief
Our labour clause is attached to all construction and civil engineering works, renovation projects and service contracts for HOFOR in Denmark.
What is a labour clause?
A labour clause is a contractual term between HOFOR and the supplier. It serves two purposes:
- Protection of employees: Ensuring decent pay and working conditions
- Protection of businesses: Preventing unfair competition and social dumping
The labour clause ensures that everyone working on HOFOR’s projects is subject to terms and conditions that are at least equivalent to those set out in a representative Danish collective agreement.
This applies to the entire supply chain – including subcontractors. Failure to comply with the labour clause constitutes a breach of contract.

Unannounced CSR inspections of HOFOR projects
HOFOR’s CSR team carries out unannounced inspections of HOFOR projects.
During these inspections, checks are carried out to ensure that working conditions – including pay, working hours and terms of employment – comply with applicable requirements.
As part of the inspection, the CSR team conducts interviews with the employees they meet on site to gain insights into their actual working conditions.
If the CSR team finds that there are matters requiring further investigation, a follow-up document review will be carried out. In this connection, the CSR team will request documentation of pay and employment conditions.
Your rights when working for HOFOR
Pay and employment
- Your pay must be in accordance with the most representative collective agreement currently in force for your field of work.
- If you work eight hours or more per week, you must be given a statement of employment terms and be informed of your terms and conditions no later than four weeks after you start work.
- If you are not employed by a Danish company or do not hold Danish citizenship, you may be entitled to increased hourly wages as well as board, lodging and daily allowances.
Working hours
- Normal working hours are 37 hours per week.
- If you work more than 37 hours, you may be entitled to overtime pay and/or a work schedule.
- If you work in the evening or at night, you may be entitled to a supplement.
- Make a note of your working hours every day – for example in a calendar.
Rest periods
- You must have 11 consecutive hours of rest each day.
- You must have 35 consecutive hours off at least once a week – preferably on a Sunday.
Holiday and days off
- You accrue 2.08 days of holiday per month from your first day of work.
- You are entitled to holiday pay (12.5% of your pay).
- You may also be entitled to payment for weekday holidays and to discretionary holidays and optional pay account – please check your payslip for details.
Accommodation
From 1 July 2025, new rules will apply to employers providing accommodation: The accommodation must be healthy and safe and meet the following requirements:
- Lavatory, clean water and drainage
- Daylight and ventilation
- Heating and a healthy indoor climate
Size requirements:
- No more than two persons per room
- At least 20 sqm per person if several persons live together. The employer must draw up an accommodation plan and comply with regulations. The Danish Working Environment Authority may issue orders and impose fines if the requirements are not met.
